Allows districts to count days when pupil instruction is not provided during periods covered by a gubernatorial executive order declaring a state of emergency as instructional days, in addition to the 6 days already permitted for conditions beyond school control.

Specifies that for 2019-2020, days from January 29, 2019 to February 2, 2019 covered by executive order are counted as instructional days.

Permits the department to count up to 3 additional days or equivalent hours as instructional time for unusual and extenuating occurrences beyond school control, beyond the standard 6-day allowance.

Maintains existing requirements that districts submit pupil enrollment and attendance data by specified deadlines and provide minimum instructional hours and days, with penalties for noncompliance including forfeiture of state aid.

Preserves existing waiver provisions for alternative education programs, cyber schools, and dropout recovery programs that allow flexibility from standard instructional day requirements.
