Allows absent uniformed services voters and overseas voters to electronically return voted ballots to their city or township clerk under policies established by the secretary of state.

Requires the secretary of state to establish procedures ensuring electronic ballot returns include signature verification, security features, receipt by 8 p.m. on election day, and confirmation that the voter is actually absent from the United States.

Defines "eligible member" as uniformed service members on active duty or their spouses, or merchant marine members or their spouses, who are absent from the United States and do not expect to return before an election.

Replaces the word "shall" with "must" throughout the statute for consistency in legal language.

Requires city and township clerks to provide county clerks with a list of all absent voter ballots received electronically by 8 p.m. on election day as part of election returns and records.
