Removes provisions that allowed precincts to be classified as "not recountable" due to seal breaks, ballot count discrepancies, or voting device seal issues, instead requiring all ballots to be recounted.

Establishes tiered recount deposit fees based on vote margin: $25 per precinct for close races (50-75 votes or 0.5-5.0% difference), $125 per precinct for very close races (under 50 votes or 0.5% difference), and $250 per precinct for larger margins.

Allows boards of canvassers to conduct recounts using manual tally, computer tabulation with specialized software, or the same software used on election day, with flexibility to switch methods if initial testing fails.

Requires refund of recount deposits to petitioners who successfully prove fraud or mistake that changes election results, or for precinct deposits not recounted due to petition withdrawal.

Takes effect 90 days after enactment.
