Reduces the 30-day purchase limit for ephedrine or pseudoephedrine from 9 grams to 7.2 grams.

Adds a new annual purchase limit of 61.2 grams of ephedrine or pseudoephedrine within a single calendar year.

Maintains existing purchase limits: 3.6 grams per calendar day and 12 grams maximum possession.

Keeps criminal penalties: misdemeanor for violations of daily/30-day/annual limits (up to 93 days imprisonment or $500 fine); felony for possession exceeding 12 grams (up to 2 years or $2,000 fine).

Effective 90 days after enactment; preserves exemptions for licensed manufacturers, pharmacists, retailers, and pediatric products.
