Requires the Michigan Department of Health to establish minimum standards for athletic trainer licensure and practice standards, consulting professional standards from the National Athletic Trainers' Association or other nationally recognized associations.

Mandates continuing education requirements for athletic trainers based on standards issued by the Board of Certification, Inc., with licensees required to furnish evidence of completion during each license cycle starting after the rules take effect.

Makes athletic trainer licenses renewable upon payment of renewal fees and successful completion of continuing education requirements established by rule.

Prohibits individuals from acting as behavior technicians in Michigan if they have completed sanctions from other state or federal boards, have not completed BACB registered behavior technician training beginning April 3, 2020, or have relevant criminal convictions including felonies and certain misdemeanors based on specified timeframes.

Prevents behavior technicians from using titles or words indicating they are behavior analysts or assistant behavior analysts or are practicing applied behavior analysis.
