Changes proof of service requirement from mandatory ("shall") to permissive ("may") for service of process in civil cases.

Eliminates affidavit requirement for non-official service persons and replaces it with a written statement verified under felony penalty of perjury.

Removes "bailiff" from the list of officers authorized to serve process and clarify that service certificates may be provided by sheriffs, deputy sheriffs, medical examiners, court officers, constables, or their deputies.

Specifies that service statements by private individuals must include the declaration: "I declare under the felony penalty of perjury that this proof of service has been examined by me and that its contents are true to the best of my information, knowledge, and belief."

Takes effect 180 days after enactment into law.
