Amends the Improved Workforce Opportunity Wage Act to establish a $16.00 minimum hourly wage rate for individuals with 5 or more years of relevant work experience and a high school diploma or equivalency certificate.

Modifies Section 4d to reference either Section 4 or the new Section 4f wage rates as applicable when determining the tipped employee wage floor of 38% of the minimum wage.

Maintains the requirement that employers must pay tipped employees the difference between their gratuities plus tipped wage and the applicable full minimum wage if the total falls short.

Defines gratuities as tips or voluntary monetary contributions from guests or customers that employees report for federal insurance contribution purposes.
