Adds Article 2 to the Traxler-McCauley-Law-Bowman bingo act to establish a licensing framework for "millionaire party" gaming events conducted by qualified organizations.

Requires applicants to submit written applications including organization details, event location, dates, dealer information, and criminal history disclosures for felonies, gambling offenses, fraud, forgery, larceny, and false reports.

Sets licensing fee at $50 per day of operation, limits qualified organizations to 6 licenses per calendar year, allows up to 4 consecutive days per license, and restricts gaming hours to 8 a.m. to 2 a.m.

Establishes operational requirements including minimum 2 bona fide members present at all times, daily buy-in limit of $25,000 (or $100,000 divided by number of days for owner-operated locations), 45% expense cap on gross profits, and mandatory financial reporting to the board.

Creates supplier licensing with $300 annual fee and requires suppliers to maintain lists of dealers, prohibits certain individuals with criminal histories from dealing, and grants the board enforcement authority including ability to deny, suspend, or revoke licenses for violations.
