Senate Bill 241 - Water Shutoff Restoration Act

• Prohibits public water suppliers from shutting off water service to occupied residences due to nonpayment, effective immediately upon passage on December 22, 2020.

• Requires public water suppliers to restore water service to occupied residences where service was shut off for nonpayment, unless reconnection would create a public health risk from improper cross connections.

• Mandates public water suppliers to make best efforts to identify and remedy occupied residences without water service within their service areas.

• Requires public water suppliers that previously used shutoffs for nonpayment to submit supplemental reports every 30 days to the State Emergency Operations Center documenting efforts to restore service and certifying compliance with the act's requirements.

• Preserves residents' obligations to pay for water service and allows water suppliers to continue charging customers; act automatically repeals on March 31, 2021.
