Adds new subsection (2)(c) to MCL 750.282 creating reduced penalties for restoring water service to a lawfully occupied residence after shutoff due to inability to pay, provided no backflow prevention device is damaged or bypassed.

First offense under subsection (2)(c): state civil infraction with possible up to 100 hours of community service instead of misdemeanor charges.

Second offense under subsection (2)(c): state civil infraction with possible fine up to $500.00 instead of felony charges.

Third or subsequent offense under subsection (2)(c): misdemeanor punishable by fine up to $1,000.00 instead of felony charges.

Adds identical reduced penalty structure to MCL 750.383a (utility infrastructure tampering) for restoring water service to a lawfully occupied residence after shutoff due to inability to pay, with same conditions and three-tier penalty framework.
