Allows motor vehicle owners to elect a "communication impediment" designation on vehicle registration if certified by a licensed physician, physician assistant, certified nurse practitioner, or physical therapist attesting to a health condition that may impede communication during traffic stops.

Permits operators and chauffeurs to elect a communication impediment designation on their driver's license with the same professional certification requirements, allowing law enforcement to view the designation through the Law Enforcement Information Network.

Defines "communication impediment" to include deafness, hearing loss, and autism spectrum disorder, or similar health conditions affecting police communication.

Allows the Secretary of State to cancel or revoke a communication impediment designation if it was fraudulently elected or abused during a traffic stop, with notice and opportunity to be heard provided to the vehicle owner or licensee.

Establishes criminal penalties for false statements or fraudulent designation claims, punishable by up to 30 days imprisonment or a $500 fine, effective July 1, 2021.
