SB 279 Summary

• Amends the enhanced driver license and state personal identification card application process to require submission of citizenship documentation, Social Security number, and signed certification of accuracy in addition to existing requirements.

• Allows applicants to voluntarily elect a "communication impediment designation" on their enhanced license or ID card, which law enforcement agencies can access to identify individuals who may have difficulty communicating.

• Permits the Secretary of State to share facial images and signatures with federal, state, and local law enforcement agencies for authorized purposes, and to forward them to the Michigan State Police as required by law.

• Requires the Secretary of State to retain facial images of rejected applicants for at least 1 year, or 10 years if fraud is suspected, and prohibits compilation of databases that may be shared with countries other than the United States.

• Takes effect immediately upon enactment, but only if Senate Bill 278 and House Bill 5541 are also enacted into law.
