Creates a computerized child abuse offenders database maintained by the Department of State Police containing information on individuals convicted of child abuse offenses under MCL 750.136b.

Database and public website must include offender's legal name, aliases, date of birth, municipality of residence, conviction summary, and relevant statute text; excludes victim identity, Social Security numbers, driver license numbers, and arrest records.

Individuals remain on database for 10 years for violations of MCL 750.136b(2), (3)(a), or (5)(a), and 5 years for violations of MCL 750.136b(7)(a).

Establishes a 5-member Child Abuse Offenders Database Citizen's Advisory Panel appointed by legislative leaders and the governor to provide recommendations on website usability, layout, and clarity.

Imposes criminal penalties (up to 93 days imprisonment or $1,000 fine) for unauthorized disclosure of non-public database information and creates civil cause of action for treble damages against violators.
