Amends Michigan's criminal sentencing guidelines (MCL 777.11b) to add 35 felony offenses to Chapter XVII of the Code of Criminal Procedure.

Adds sentencing classifications for offenses related to state identification fraud, counterfeiting/forging state IDs, false statements on firearm and concealed pistol permit applications, and fireworks safety violations.

Includes sentencing guidelines for failure to register as a child abuse offender (first offense: 4 years; second: 7 years; third or subsequent: 10 years) and failure to update registration (2 years).

Adds sentencing classifications for sex offender registration violations and other public safety offenses including false reports and student safety zone violations.

Takes effect 90 days after enactment and is contingent on Senate Bill No. 290 being enacted into law.
