Permits individuals to renew expired licenses or registrations within 60 days of expiration by paying required fees plus a late renewal fee.

Allows relicensure or reregistration without examination within 3 years of expiration if applicant completes 1 year of continuing education, pays applicable fees, and satisfies any disciplinary conditions.

Requires the department director to submit annual reports by December 1 detailing application processing times, denials, and specifically the number of denials based on lack of good moral character with a summary of criminal convictions involved.

Exempts certain occupations including certified public accountants, barbers, cosmetologists, architects, engineers, real estate salespersons, and appraisers from the 90-day license issuance requirement.

Takes effect 90 days after enactment (April 4, 2021).
