Increases the population threshold for cities and villages eligible for street construction and preservation projects from 10,000 to 11,000 residents.

Establishes project categories eligible for transportation economic development funding, including economic development road projects in agriculture, tourism, forestry, high technology research, manufacturing, mining, office centers of at least 50,000 square feet, and medical research or tourism facilities of at least 50,000 square feet.

Requires economic development road projects to meet a demonstrated transportation need, have immediate positive impact on local employment and economy, exclude speculative projects, provide cooperation between developers and government, and be evaluated on community impact.

Allows projects contributing to economic development and redevelopment in areas with experienced or potential job loss to qualify as non-speculative if they meet funding criteria under the existing statute.

Includes eligibility for street improvements in rural counties on rural primary roads and major streets in cities and villages with populations of 5,000 or less, and on county rural primary roads in incorporated villages and cities with populations exceeding 5,000.
