Adds Section 14a requiring that if an emergency manager's proposed action could create a hazard to public health, safety, or welfare, the local government's governing body may review and appeal the action to the governor for approval or disapproval.

Modifies Section 32 to establish state reimbursement for local governments placed in receivership with an emergency manager if additional debt or liabilities are incurred exceeding the debt or liabilities existing on the date of receivership placement.

Excludes interest on existing debt or liabilities from the reimbursable amount when calculating additional obligations incurred under emergency management.

Maintains existing state liability protections under Section 32(1) for actions taken by local governments under the act, except as modified by the new reimbursement provision in subsection (2).
