Allows manufacturers to hold multiple types of manufacturing licenses and operate tasting rooms, including off-premises locations, subject to commission approval and local legislative body approval in most cases.

Permits wine makers, distillers, and brandy manufacturers to operate up to 5 off-premises tasting rooms where alcoholic liquor may be sold by the glass or provided as samples, with restrictions on sample sizes (3 ounces for wine, 1/2 ounce for spirits/brandy).

Authorizes consumer sampling events on specially designated distributor premises where vendors of spirits or manufacturers can provide samples limited to 3 samples per consumer at 1/3 ounce of spirits total, with advance notice to the commission.

Establishes requirements for on-premises tasting rooms operated by manufacturers, including $100 annual permit fees, proof of $50,000 financial responsibility, and compliance with server training requirements under section 906.

Takes effect immediately upon the Governor's approval on November 21, 2019.
