Requires persons storing bulk solid materials (including coal, coke, and ores) for transfer or shipment to maintain piles and transfer locations in completely enclosed storage structures.

Mandates that all entrances and exits from enclosed storage have overlapping flaps, sliding doors, or department-approved devices that remain closed except when allowing passage of people, vehicles, or non-airborne materials.

Requires all areas to be kept free of accumulation, defined as surface deposits greater than 3 ounces per square foot or higher than 3 inches.

Exempts salt, grain, construction/demolition materials, materials under Part 115 permits, and cement manufacturing materials from the enclosure requirements.

Directs the Department of Environmental Quality to issue compliance orders within 45 days of the law's effective date requiring full compliance with storage requirements within 180 days, with monitoring and reporting of pile sizes.
