Requires applicants for new or renewal air quality permits in "likely disparate impact areas" to submit a report on cumulative pollution levels and effects, paid for by the applicant.

Defines the geographic area for the cumulative pollution report through air dispersion modeling of criteria pollutants and toxic air contaminants, subject to department review and approval.

Mandates the Department hold at least one public meeting on permit applications and at least one public meeting on proposed draft permits, with applicant participation required.

Prohibits permit issuance unless the Department considers cumulative pollution levels and effects, and authorizes denial or conditional approval based on cumulative pollution impacts.

Defines "likely disparate impact area" as a zip code area where emissions occur under 35 or more active air quality permits.
