Creates a Commission on Pay Equity within the Department of Civil Rights with the director of the Department of Civil Rights serving as chairperson.

Commission membership includes the director of the Michigan Economic Development Corporation, representatives from the Michigan Women's Commission, Michigan Chamber of Commerce, Michigan State AFL-CIO, United Auto Workers, Small Business Association of Michigan, National Organization for Women Michigan chapter, Michigan Women's Studies Association, and Michigan Farm Bureau.

Commission shall develop definitions of comparable wages using criteria of composite skills, responsibility, effort, education or training, and working conditions, and create models and guidelines for employers and employees on pay equity.

Commission must present findings and recommendations to the Michigan legislature, governor, and public within 1 year after the governor appoints its members.

All commission meetings are subject to the Open Meetings Act (1976 PA 267) and all records are subject to the Freedom of Information Act (1976 PA 442); bill takes effect 90 days after enactment.
