Requires the Department of Talent and Economic Development to submit an annual report by November 1 to the governor projecting employment, production, labor force characteristics, and unemployment levels for the next 5 years.

Mandates the report include identification of individuals by race, age, sex, occupation, education, income, and geographic location who will not receive job opportunities or employability services and will require income support or supportive services.

Adds new requirement for the report to include current and projected levels of pay differential between men and women performing the same work.

Requires the governor to submit a biennial employment plan in odd-numbered years by January 10 that includes recommendations prioritizing decreasing wage disparity between men and women who perform the same work.

All state departments must cooperate with the Department of Talent and Economic Development in collecting and analyzing data to support the annual report and biennial employment plan requirements.
