Increases maximum debt or expense repayment from $200,000 to $250,000 for designated health professionals who commit to 10 or more years of service in health resource shortage areas.

Maintains the existing $40,000 per year maximum repayment limit and requires service contracts for a period equal to the number of years of repayment or 2 years, whichever is greater.

Applies to designated professionals including physicians, dentists, nurses (certified nurse midwives, certified nurse practitioners, clinical nurse specialists), and physician's assistants who have education debt or expenses.

Requires repayment to be made in lump sum at completion of each year's service obligation, with provisions for pro rata payments in cases of death, permanent disability, or other compelling circumstances.

Establishes the essential health provider repayment program as a priority over other programs under the public health code's occupational sections.
