Creates a local grade separation grant program administered by the Michigan Department of Transportation to fund projects separating motor vehicle and railroad traffic at different levels.

Eligible recipients include cities, villages, and county road commissions; applications require at least a 20% local, private, or federal match of project costs.

Department must approve or reject applications within 120 days, with applications deemed approved if no response is given within that timeframe.

Establishes a local grade separation fund within the state treasury to receive and hold money for the grant program, with interest and earnings credited to the fund and carryover balances not lapsing to the general fund.

Department must report annually by December 1 to legislative transportation and appropriations committees on applications received, approval/denial status, applicant names, and local match amounts.
