Establishes a pilot program for using agricultural additives, including liquid sugar beet by-products, to control ice on Michigan public roads, highways, and bridges while studying environmental and fiscal impacts.

Requires the pilot program to test methods on liquid-only plow routes at a minimum of 3 test locations that include public roads and bodies of water potentially affected by deicers.

Mandates collaboration with at least 1 local road agency and requires development of best practices and technical guidelines for agricultural additive use.

Requires the Michigan Department of Transportation to submit a report by June 30, 2025, to the house and senate transportation committees summarizing pilot activity, results, and recommendations for statewide expansion.

Effective date: March 24, 2021.
