Prohibits local units of government from enacting or enforcing laws, ordinances, policies, or rules that limit peace officers or local officials from communicating or cooperating with federal officials regarding immigration status.

Defines "local unit of government" to include cities, villages, townships, charter townships, and their boards, departments, commissions, and officers.

Requires local units of government to bring existing violating laws, ordinances, policies, or rules into compliance within 60 days of the act's effective date.

Allows residents of a local unit of government to bring civil actions in circuit court or file complaints with the attorney general 61 days after the effective date if violations occur.

Provides court remedies including injunctions, orders to amend or repeal violating provisions, and awards of actual damages, costs, and attorney fees; civil fines of $2,500 to $7,500 may be assessed against officials who knowingly and willfully violate the act.
