Amends the Safe Drinking Water Act to add new definitions and clarify existing terminology related to water supplies, including bottled drinking water, capacity assessment, community supply, contaminants, and vulnerable population facilities.

Requires vulnerable population facilities (adult foster care facilities, child care centers, colleges/universities, hospitals, and nursing homes) to test drinking water for lead contamination within 1 year of enactment and at least once every 3 years thereafter.

Mandates comprehensive lead sampling at all drinking water taps and sources in buildings where children or residents are present, using first-draw samples after at least 6 hours of stagnation.

Requires facilities to immediately shut down any water source testing above 12 mg/L of lead and notify the Department of Environmental Quality, facility staff, parents, guardians, and other users.

Exempts buildings constructed after January 4, 2014, that are certified as lead-free and allows exemptions for buildings verified as lead-free by licensed plumbers or professional engineers.
