Requires water suppliers to analyze source water and report results before changing the source of water for a public water supply.

Establishes tiered administrative fines for water suppliers serving 10,000 or fewer people who fail to collect and analyze required water samples: $200 for first violation and $400 for subsequent violations within 12 months.

Imposes administrative fines of $400-$1,000 per day (capped at $2,000 total) on small suppliers (10,000 or fewer) that fail to meet state drinking water standards.

Imposes higher administrative fines of $1,000-$2,000 per day (capped at $10,000 total) on large suppliers (more than 10,000 people) that fail to comply with drinking water standards or monitoring requirements.

Allows the department to obtain water sampling and analysis at the supplier's cost, and requires all administrative fines to be deposited into the state drinking water revolving fund.
