SB 0402 Summary

• Establishes the Michigan PFAS Action Response Team (MPART) within the Department of Environment, Great Lakes, and Energy to research, identify, recommend, and implement responses to per- and polyfluoroalkyl substance (PFAS) contamination.

• MPART membership includes directors (or designees) from seven state departments: Environment, Health and Human Services, Military and Veterans Affairs, Agriculture and Rural Development, Natural Resources, Licensing and Regulatory Affairs, and Transportation.

• MPART is authorized to identify affected locations, develop action plans for safe drinking water, initiate environmental and public health response protocols, conduct community outreach, plan long-term mitigation, and recommend changes to state PFAS laws.

• MPART may establish advisory workgroups, accept donations, conduct investigations and hearings, consult with federal agencies and outside experts, and coordinate all legal, legislative, and media communications related to its work.

• The act is automatically repealed effective December 31, 2022.
