Amends MCL 600.2559 to add subsection (7) allowing persons authorized to serve process to charge fees exceeding statutory amounts if agreed to in writing in advance by both parties.

Adds subsection (8) to MCL 600.2559 preventing parties entitled to tax costs from recovering service of process fees that exceed the statutory schedule, regardless of any agreement under subsection (7).

Modifies MCL 600.6002 to define "officer" as either a sheriff/deputy sheriff or a court-appointed person, and clarifies procedures for serving executions and constructive seizure of property.

Amends MCL 600.6012 to specify that goods, chattels, lands, and tenements levied upon by execution are bound from the effective date of the execution.
