Establishes regulatory framework for mobile salons, including definitions for mobile salon operations and requirements for self-contained vehicles or portable equipment used to provide cosmetology services at temporary locations.

Requires the department to promulgate rules within 1 year for mobile salon operation including sanitation standards, safety requirements, permanent address requirements for records, and enforcement procedures.

Creates new apprenticeship program requirements including limits of 40 hours per week attendance, mandatory grading systems, 350-hour minimum before public practice, and restriction to maximum 2 apprentices per establishment at one time.

Allows licensed cosmetologists to perform services at special locations including special events, nursing homes, homes for the aged, adult foster care facilities, and hospitals without requiring a licensed establishment.

Adds new definitions for natural hair cultivation, braiding services, and natural hair culturist; establishes that schools and barber colleges may share facilities and allows up to 1,000 hours of barber college training to substitute for similar cosmetology hours.
