Adds definition of "Emergency medical services coordination committee" as the state emergency medical services coordination committee created in section 20915.

Reorganizes and renumbers definitions in section 20904 related to emergency medical services personnel and systems (subsections 3-11).

Makes minor language corrections including capitalization of "National Registry of Emergency Medical Technicians" and replacing "pursuant to" with "under" throughout the statute.

Exempts certain small medical first response services from submitting data to the Michigan Emergency Medical Services Information System if located in counties with populations under 85,000 and composed only of volunteer responders providing services without compensation.

Requires exempt medical first response services to provide written handoff information to arriving emergency medical technicians, including arrival time, patient condition, assessment findings, treatments provided, and personnel names.
