SB 461 Summary

• Creates the Michigan Children's Cabinet within the department of technology, management, and budget, effective October 1, 2019, consisting of directors from eight state agencies plus the superintendent of public instruction, state court administrator, and children's ombudsman.

• Cabinet must meet at least every 2 months, hold public meetings under the Open Meetings Act, and work to coordinate services and programs for children under age 19 and their families across state agencies.

• Cabinet shall identify and pool funding sources, develop cost-effective purchasing systems, assist the governor in developing a "children's budget," and establish interagency partnerships for children's services.

• Requires the cabinet to submit an annual report to the legislature beginning January 1, 2020, detailing interagency partnerships, goals for improving children's lives, action plans, and progress on meeting stated objectives.

• Amends budget requirements to create a separate "children's budget" bill containing all state appropriations for services and programs for children, to be presented to the legislature beginning October 1, 2020.
