Amends section 14 of the Wage and Fringe Benefits Act (1978 PA 390) to modify criminal penalties for employer violations.

Changes the baseline violation from a misdemeanor to require an explicit exception in subsection (2), making first violations a misdemeanor offense.

Creates a new felony penalty for employers who violate section 13a a second or subsequent time, punishable by up to 2 years imprisonment or a fine up to $10,000 for each violation, or both.

Takes effect 90 days after enactment into law.
