• Prohibits the state department and all state agencies from entering into contracts for supplies, services, or information technology with persons who currently own, operate, or manage private detention facilities, effective upon the bill's enactment.

• Prohibits the state department and all state agencies from contracting with persons for construction, alteration, or repair of state buildings, facilities, or property if those persons own, operate, or manage private detention facilities during the contract term.

• Defines "private detention facility" as any building, facility, or structure used to detain individuals, excluding state work release centers and juvenile or adult residential treatment facilities.

• Requires contractors to represent they do not currently own, operate, or manage private detention facilities and agree not to do so during the contract term.
