Department of Transportation must hire an outside consulting firm to conduct a feasibility study and strategic implementation plan on tolling Michigan highways within 24 months of the effective date.

Study must analyze optimal tolling rates, vehicle counts by state of registration, traffic diversion, revenue projections, and economic feasibility of tolling specific highways.

Study must evaluate ability to provide discounts or credits to local, commuter, and in-state operators, and consider appropriate tolling rules for population center local traffic.

Study must examine monetization agreements, long-term maintenance contracts, tolling facility operations, and ways to maximize use of Michigan workers and products.

Written report must be delivered to the governor, legislative leaders, and relevant legislative committees on transportation and appropriations within 24 months of enactment, effective July 8, 2020.
