• Prohibits public entities from contracting with asbestos abatement contractors that have criminal convictions related to environmental regulation compliance.

• Requires public entities to conduct background investigations of asbestos abatement contractors before awarding contracts for asbestos abatement projects.

• Prevents public entities from contracting with asbestos abatement contractors that have received 5 or more environmental violation notices or been subject to administrative consent orders within the preceding 5 years, unless the public entity investigates and determines the contractor can comply.

• Requires public entities to conduct a public hearing with at least 30 days' notice before contracting with asbestos abatement contractors meeting the 5+ violation threshold.

• Applies to all public entities including state agencies, school districts, municipalities, counties, and public authorities.
