Authorizes the Michigan Liquor and Cannabis Regulatory Commission to issue special licenses to qualified nonprofit organizations for conducting spirits tastings, with a $25 per day event fee.

Limits license holders to no more than 6 spirits tasting events per calendar year, with events focused on showcasing spirits, production, and mixability.

Allows special licensees to purchase spirits through specially designated distributors and receive rebates calculated as the difference between purchase price and the commission's cost plus 15% markup and applicable taxes, capped at $10,000 per event.

Requires organizations to have at least 15 primary members from at least 3 of the following licensed categories: spirits vendors, small distillers, brokers, or authorized distribution agents.

Mandates a trained supervisor present during all service hours and allows spirits vendors, small distillers, authorized distribution agents, and brokers to pour and serve spirits at the events.

Takes effect only if Senate Bill No. 588 is enacted into law.
