Requires each child care center to develop a drinking water safety plan by August 1, 2020, specifying locations of filtered bottle-filling stations, filtered faucets, and water outlets to be taken out of service.

Mandates annual water testing of all filtered drinking water outlets for lead and other contaminants complying with ANSI/NSF standards 53 and 42, with results reported to the department within 20 days and posted publicly within 30 days.

Requires child care centers to shut off any water outlet showing lead at 1 part per billion or higher, notify parents and the Department of Health and Human Services, and develop remediation plans in consultation with the department.

Requires installation of all filtered bottle-filling stations and filtration devices by August 1, 2021, and permanent closure of non-filtered drinking water outlets, with conspicuous signage indicating which outlets provide drinking water.

Directs the Department of Environment, Great Lakes, and Energy to provide templates for drinking water safety plans, maintain approved equipment lists, and offer guidance on installation, maintenance, water sampling, and staff training for filtration systems.
