Expands the definition of ethnic intimidation under Michigan Penal Code Section 147b to include gender identity and sexual orientation as protected characteristics alongside race, color, religion, gender, and national origin.

Maintains existing provisions making ethnic intimidation a felony punishable by up to 2 years imprisonment, a fine of up to $5,000, or both.

Allows victims of ethnic intimidation to bring civil lawsuits for injunctive relief and actual damages, including emotional distress damages.

Entitles prevailing civil plaintiffs to recover treble damages (3 times actual damages or $2,000, whichever is greater) plus reasonable attorney fees and costs.

Takes effect 90 days after enactment.
