Authorizes the state administrative board to accept 100.87 acres of real property in Garfield Township, Grand Traverse County from the Charter Township of Garfield for $1.00, then immediately reconvey the same property back to the township for $1.00.

Property originally conveyed to the state in 1993 under Public Act 38 and must be used exclusively for nonmotorized public purposes under the reconveyance agreement.

Removes a previous restriction relating to the Grand Traverse Commons Redevelopment Corporation memorandum of agreement while maintaining all other restrictions required by 1993 PA 38.

Requires equal public access with uniform fees, terms, and conditions for all users, and prohibits changes that would exacerbate known or unknown contaminated soils on the property.

Grants the state reentry rights and allows the attorney general to reclaim the property if use restrictions are violated; the state has no obligation to reimburse improvements or compensate for unfulfilled contracts if reentry occurs.
