Amends 1982 PA 455 to add definitions related to computers, networks, programs, systems, devices, crimes, internet usage, and library-related terms to Michigan library confidentiality law.

Library records remain exempt from freedom of information act disclosure without written consent from the patron, except library records may be disclosed to collection agencies for delinquent accounts or to other libraries for interlibrary loans.

Permits library employees or agents to provide sworn statements or testimony to law enforcement based on personal knowledge of crimes occurring at the library without requiring court order or patron consent.

Creates civil liability for libraries and their employees or agents that knowingly violate confidentiality requirements, allowing injured persons to recover actual damages or $250, whichever is greater, plus attorney fees and court costs.

Civil actions for improper disclosure must be brought within 180 days after the person discovers the release or disclosure, with effective date 90 days after enactment (March 29, 2021).
