Amends the "Born Alive Infant Protection Act" (2002 PA 687) to redefine "abortion" as the intentional use of an instrument, drug, substance, or device to terminate pregnancy, excluding drugs or devices that prevent pregnancy or implantation.

Specifies that abortion does not include actions intended to increase probability of live birth, preserve the life or health of the child after live birth, or remove a fetus that died from natural causes, accidental trauma, or criminal assault.

Defines "live birth" as complete expulsion or extraction of a product of conception showing any evidence of life including breathing, heartbeat, umbilical cord pulsation, or definite movement of voluntary muscles.

Takes effect 90 days after enactment, contingent on Senate Bill No. 622 of the 100th Legislature being enacted into law.
