Creates a new wholesale distributor-broker license category to facilitate drug delivery and trades between pharmacies without taking possession or ownership of the drugs.

Establishes requirements for qualified pharmacies (out-of-state pharmacies) to deliver or trade prescription drugs through licensed wholesale distributor-brokers, including restrictions on controlled substances and expired drugs.

Defines thresholds requiring pharmacies to obtain wholesale distributor or manufacturer licenses if they distribute more than 5% of their total prescription drug dosage units to other persons during any consecutive 12-month period.

Imposes liability protections for wholesale distributor-brokers in civil actions unless conduct amounts to gross negligence, and requires minimum of 50 qualified pharmacies for initial licensure and license renewal.

Effective immediately upon Governor approval (July 14, 2020).
