Establishes a process for individuals to earn interim teaching certificates through approved alternative teaching programs, qualifying them to teach in Michigan public schools while working toward a full Michigan teaching certificate.

Requires interim certificate applicants to hold a bachelor's degree or higher from a regionally accredited institution, pass subject area examinations, and complete an intensive teaching training program equivalent to at least 12 college credit hours covering child development, family relationships, diverse learners, instructional strategies, and classroom experience.

Prohibits issuance of interim teaching certificates for special education beginning 3 years after the effective date (July 21, 2024), though individuals who received such certificates before that date may continue teaching special education under them.

Requires school districts and public school academies employing interim certificate holders to provide intensive observation and coaching, and mandates that teachers demonstrate satisfactory progress toward full certification within 3 years.

Directs CEPI and research universities to conduct studies on educator shortages in Michigan, with initial report due January 1, 2022, and annual comprehensive reports thereafter; requires the Department of Education to report annually on interim special education certificates issued and teacher retention rates.
