Requires the Secretary of State to establish three dealer training programs for eligible used vehicle dealers: a prelicensure program, a training program for designated individuals (offered at least twice per quarter), and a continuing education program (at least 2 hours, twice per quarter).

Mandates that applicants for original eligible used vehicle dealer licenses complete the prelicensure training within 6 months before application, with exceptions for license renewals, existing license holders as of March 20, 2019, and new vehicle dealer owners/partners/officers.

Requires each licensed eligible used vehicle dealer to designate an individual at each retail location (with one person limited to maximum 3 locations) to complete the designated individual training within 90 days of license issuance, and continuing education training every 24 months thereafter.

Allows qualified trade organizations (nonprofit, state-based, 5+ years in existence, primarily composed of used vehicle dealers) to apply for department approval to conduct these training programs as alternatives to department-conducted training; establishes 10 business days for approval decisions with opportunity to correct deficiencies.

Prohibits license renewal without dealer certification of compliance with training requirements; prohibits the department from charging fees for application review and approval; allows training to be conducted online or by electronic means.
