SB 669 Summary

• Requires health facilities to obtain construction permits from the department for capital expenditures of $1,000,000 or more, with a fee of 0.5% of the first $1,000,000 and 0.85% of amounts above that, capped at $60,000.

• Adds "covered capital expenditure" as a new requirement triggering the need for a certificate of need, with the department annually adjusting the threshold using the Consumer Price Index.

• Exempts health facilities in counties with populations of 40,000 or less from needing certificates of need if they operate psychiatric hospitals or specialized psychiatric programs for children and adolescents.

• Requires health facilities in counties with populations of 40,000 or less that increase licensed psychiatric beds or operate specialized psychiatric programs for children and adolescents to give notice to the department before initiating, expanding, relocating, or acquiring psychiatric beds.

• Takes effect only upon enactment of Senate Bills 671 and 672 of the 100th Legislature.
