Modifies the Certificate of Need Commission composition to maintain political party balance with no more than 6 members from the same major political party and 5 from another major political party.

Requires the commission to direct the department to prepare a report by January 1, 2026 on access to inpatient psychiatric beds in counties with a population of 40,000 or less, identifying key factors impacting access.

Mandates the commission provide a copy of the psychiatric beds report to standing committees in the senate and house of representatives that consider health policy issues within 30 days of receiving it.

Prohibits the commission from developing certificate of need review standards that require payment of money, goods, or unrelated services as conditions for applicants, with narrow exceptions for Title XIX participation and serving all patients regardless of ability to pay.

Bill effectiveness is conditioned on Senate Bills 669 and 672 of the 100th Legislature also being enacted into law.
