Requires psychiatric hospitals and psychiatric units to accept public patients and maintain at least 50% of available beds for public patients as a condition of licensure.

Mandates annual reporting by psychiatric hospitals and units to the department beginning June 1, 2021, including data on public patient days, total available beds, and total patient days of care.

Authorizes the department to use annual report data or investigations to verify compliance with the 50% public patient bed requirement.

Amends the definition of "public patient" and related mental health terms in the Michigan Mental Health Code.

Effective only if Senate Bill No. 672 of the 100th Legislature is enacted into law.
