Amends the definition of "addition" in the Public Health Code to clarify that it includes patient rooms, beds, ancillary service areas, procedure rooms, surgical operating rooms, therapy rooms, and other accommodations in a health facility.

Modifies the covered clinical services definition to add a sunset provision for air ambulance services, requiring certificate of need only through September 30, 2020, after which air ambulance services are no longer a covered clinical service.

Eliminates the requirement for health facilities to obtain a certificate of need for air ambulance services effective October 1, 2020.
